Intelligent Systems and Applications was launched in December 2025 (ISSN: 3106-5724; EISSN: 3106-5732). It is an international, interdisciplinary peer-reviewed journal published by Yuanhong Publishing House Limited (Hong Kong). The journal is dedicated to publishing cutting-edge research in the field of intelligent systems, covering fundamental theoretical innovations, key technological breakthroughs, and significant practical applications. It particularly focuses on the deep integration and innovative application of artificial intelligence and computing technologies across various disciplines and in real-world scenarios, aiming to establish a high-level platform for exchange between the global academic and industrial communities.

The journal welcomes high-quality Original Research Articles, Review Articles, as well as insightful Short Communications and Case Studies.


Academic Misconduct Policy

(I) Definition of Academic Misconduct

Academic misconduct, as defined by this journal, includes but is not limited to actions that violate academic ethics and norms, such as plagiarism, data fabrication, falsification of research findings, duplicate submission, redundant (overlapping) publication, and other similar practices.

(II) Handling Measures

Upon identifying any suspected academic misconduct in a submitted manuscript, the editorial office will immediately halt the review and processing procedures for that manuscript and notify the author(s).

If academic misconduct is discovered in a manuscript that has already been published, the journal will:

• Publish a formal retraction notice in the journal.

• Withdraw the published article from circulation.

• Mark the article as retracted in relevant databases and indexing services.

• Record the author's(s') information in the journal's list of authors associated with misconduct, and will not accept future submissions from them.

For severe cases of academic misconduct, the journal reserves the right to pursue legal action against the author(s) and will notify the author's(s') affiliated institution(s) and the broader academic community.

 

Other Policies

(I) Communication and Feedback

The editorial office will maintain close communication with authors via email, phone, and other means, providing timely updates on the manuscript's review status, revision requests, and other relevant information. Authors are also encouraged to contact the editorial office with any questions or suggestions. We are committed to providing dedicated service to our authors.

(II) Policy Revisions

The journal's policies may be revised and improved periodically based on developments in the field of education and teaching research and the practical needs of journal operations. Any revised policies will be announced on the journal's official website and/or within the journal publication itself. The revised policies will take effect from the date of announcement. By submitting a manuscript, authors are deemed to have agreed to abide by the revised policies of the journal.

Copyright and Licensing Statement

By submitting a manuscript to this journal, the author(s) are deemed to have granted an exclusive license to the publisher, Hong Kong Yuanhong Publishing Co., Limited, to exercise the related rights of publication, distribution, and information network dissemination for the work during the term of copyright protection.

The journal reserves the right to make necessary edits, revisions, abridgments, and refinements to the manuscript, while fully respecting the author's original intent and core academic viewpoints.

Open Access Policy: As an open access journal, all works published herein are made available under the Creative Commons Attribution 4.0 International (CC BY 4.0) license. This means that after publication, any third party enjoys broad freedom to reuse the work, provided that the attribution rules are followed. The Publisher, as the exclusive rights manager, will ensure the enforcement of this license.

Clarification on Authorization Conflict: Authors agree that the exclusive license granted to this journal does not affect the execution of the CC BY 4.0 license. For any use that complies with the terms of the CC BY 4.0 license, no further permission from the Publisher is required. If authors wish to grant third-party authorizations that fall outside the scope of the CC BY license (e.g., permitting another publisher to produce a translation or a collection), they must still obtain prior consent from the journal's editorial office.

Article Processing Charge (APC) Information

Hong Kong Yuanhong Publishing is committed to advocating for knowledge sharing and promoting open access to academic resources, aiming to break down barriers to knowledge dissemination and foster global academic exchange and progress. To achieve this goal, we steadfastly adopt an open access business model, ensuring that all our journals are international open access journals. This allows readers to read, download, cite, and distribute all articles published by Hong Kong Yuanhong Publishing freely and without obstruction on the journal websites, making academic research available to a wider audience.

However, the high-quality operation of the journals relies on solid financial support and must meet the demands of high-standard publishing costs. Therefore, Hong Kong Yuanhong Publishing reserves the right to request that authors pay the corresponding Article Processing Charge (APC) upon acceptance of their manuscript. This fee is not an additional burden but is used to support the journal's sustainable development, ensuring we can continue to provide high-quality, efficient services for readers and authors, covering aspects such as professional editorial review, advanced typesetting, and broad academic promotion.

In accordance with international Open Access (OA) publishing principles, Hong Kong Yuanhong Publishing charges an Article Processing Fee (APC) of HKD 3,000 per article for each accepted manuscript. The setting of this fee is based on rigorous cost calculation and market research, ensuring transparency, reasonableness, and compliance. Its core purpose is to sustain the normal operation of the journals and facilitate the broad dissemination of academic resources, allowing more outstanding research results to be showcased.

We recognize the differing practical circumstances faced by authors from various economies. To embody fairness and humane consideration, Hong Kong Yuanhong Publishing has established specific preferential policies:

• Authors from Low-Income Economies: We offer APC waivers for authors from low-income economies. Specific waivers will be determined based on a comprehensive assessment of the actual economic situation of the author's country and their individual circumstances, aiming to minimize the publishing burden on these authors and encourage their active participation in academic exchange.

•Authors from Lower-Middle-Income Economies: A discount of HKD 800 is provided for authors from lower-middle-income economies. Consequently, the actual APC for these authors is HKD 3,000 - HKD 800 = HKD 2,200 per article. This preferential policy aims to balance journal operational costs with authors' ability to pay, offering more opportunities for authors from lower-middle-income economies to present their research findings.

Hong Kong Yuanhong Publishing firmly believes that through the above measures, we can not only ensure the high-quality operation of our journals and the widespread dissemination of academic resources but also inject strong momentum into the development of global academia, making a positive and profound contribution. We look forward to advancing together with our authors to promote the prosperity of academic endeavors.

Submission Policy

(I) Manuscript Requirements

• Scope: Encompasses numerous branches within philosophy, social sciences, and related natural sciences, including but not limited to: Education, Politics, History, Philosophy, Law, Management, Public Security, Sociology, Literature, Arts, Communication Studies, Medicine, Life Sciences, Ecology, Environmental Science, as well as Sports, Music, Fine Arts, etc.

• Academic Merit: Manuscripts should possess high academic value and innovation, with clear viewpoints, sufficient evidence, reliable data, and rigorous logic, reflecting the forefront dynamics and hot topics in their respective research fields.

• Standardization: Manuscripts must adhere to academic standards and journal formatting requirements, including specifications for the title, abstract, keywords, main text, references, etc. The Chinese abstract should concisely summarize the main content of the article, typically between 200-300 words. Select 3-5 keywords that accurately reflect the article's theme.

• Originality: Manuscripts must be the original work of the author(s), not previously published in any other public publication, and must be free from academic misconduct such as plagiarism and copying. Citations of others' research must be properly attributed in the text and listed in detail in the references section.

(II) Submission Method

Authors may submit their manuscripts to the journal via email. Please send the carefully prepared manuscript as an email attachment to the dedicated submission inbox: xgyhcbs@163.com. The subject line of the email should follow the format: "Submission - [Article Title] - [Author's Name]", for example, "Submission - 《Application of Innovative Teaching Methods in Middle School Chinese》 - Zhang San", to facilitate quick identification and processing by the editorial office.

(III) Submission Process

1. Initial Review: The editorial office will complete an initial review within 5 working days of receiving the manuscript, primarily assessing its compliance with the journal's submission requirements and academic standards. Manuscripts passing initial review will proceed to external peer review; those that do not pass will be notified via email, stating the reason for rejection.

2. External Peer Review: The journal engages experts in relevant fields to conduct anonymous peer review. The external review period is generally 1-2 months. Experts provide comprehensive evaluations of the manuscript's academic level, innovation, practicality, etc., and offer specific revision suggestions.

3. Final Review: Based on the external reviewers' comments, the editorial office submits the manuscript to the Editor-in-Chief for a final decision. Manuscripts passing final review are accepted; those that do not pass will be notified with reasons provided.

4. Acceptance Notification: Once a manuscript is accepted, the editorial office will send an official acceptance notification via email and inform the author about subsequent matters such as typesetting, proofreading, and publication.

Peer Review Policy

(I) Review Principles

The journal adheres to the principles of "Fairness, Impartiality, and Openness" in its peer review process. With academic quality as the core standard, the journal comprehensively considers factors such as a manuscript's innovation, practicality, scientificity, and standardization to ensure the objectivity and professionalism of the review process.

(II) Review Cycle

The journal endeavors to shorten the review cycle. Under normal circumstances, the time from submission to the final decision does not exceed 3 months. In special circumstances (e.g., significant divergence among reviewers' opinions, manuscripts requiring major revisions), the review cycle may be extended appropriately. The editorial office will communicate promptly with the author regarding any delays.

(III) Feedback of Review Comments

The editorial office will promptly convey the reviewers' comments to the author. Authors should revise their manuscripts carefully according to the feedback and return the revised version to the editorial office within the stipulated timeframe. If authors have objections to the review comments, they may submit a written appeal to the editorial office. The editorial office will then organize a re-review by relevant experts and provide a final decision.
